I don't know about this one, but another problem with our upgrade
command is that it mishandles outputs other than "out", at least in the
console output.  It _always_ says it's upgrading them.

From a quick check, ‘manifest-transaction-effects’ reports the right
thing when upgrading just a single output.

Could you send an example that illustrates the problem?

Now, pseudo-upgrades are reported as downgrades. Namely, when the version
number of a package does not increase, but something changes with respect
to its inputs. I would suggest to treat them as upgrades.
